On February 13, 2023, Deadline reported that Rhenzy Feliz, Michael Kelly, Shohreh Aghdashloo, and Deirdre O’Connell had joined the cast in undisclosed roles. On February 2, 2023, Colin Farrell revealed in an interview with Variety that the series will consist of 8 episodes and he starts shooting February 28th. On January 11, 2023, Matt Reeves revealed in an interview with Collider that The Penguin would tie-in to The Batman: Part II. On October 31, 2022, Deadline reported that Cristin Milioti had joined the cast as Sofia Falcone On October 30, 2022, The Hollywood Reporter confirmed that Craig Zobel will direct the first two episodes of the series. On October 7, 2022, it was reported that Craig Zobel will executive produce the series and is in talks to direct an undisclosed amount of episodes. On March 25, 2022, the series was confirmed to begin production in Los Angeles on June 15. On March 9, 2022, The Hollywood Reporter announced that HBO Max has ordered a straight-to-limited-series order for The Penguin, confirming the title and Lauren LeFranc as the series writer and showrunner. On December 6, 2021, Variety reported that Colin Farrell had signed on to reprise the role of Penguin and would executive produce the series. It was compared to the film Scarface (1983). Lauren LeFranc was hired to write the series, and Farrell had been approached about reprising his role from the film though no deal had been made.
